Abstract

Applicants together with nine associations requested the Administrative Tribunal of Lille to order the Prefect of the North to set up a number of urgent measures to accommodate migrants living in the area making possible to cover their basic needs, specially directed to homeless. 


By an order no. 1903679 of May 9, 2019, the judge of the summary of the administrative court of Lille rejected this request. On May 27, 2019, they requested the Council of State to review the decision. 


After reviewing the case, the Council of State ordered to the Prefect of the North: 


- to set up, within a period of 8 days from the notification of the order, information sessions to provide migrants information about their rights, as asylum seekers, unaccompanied minors or emergency accommodations in the main languages including Sorani. 


- To install, whithin the same period, sufficient water points, showers and sanitary facilities.
